Approaches to cultivating community resilience and integrating the community into the local response to a complex contingency. In any post-disaster scenario, rapid and effective integration of the efforts of responders and the local population is essential. Please use this forum to discuss ideas for better ways that responders may identify both critical needs for assistance and unique opportunities to leverage the intrinsic strengths of local communities, as well as strategies for improving communication, coordination, and trustbuilding.

Although further innovation in technology is still necessary to improve communication, coordination, and collaboration among first responders, many the fundamental challenges today stem from policy issues, and while the need to create a culture of information sharing among civilian and military organizations is widely acknowledged, the way forward is not entirely clear. Please share any ideas and observations you have for how policy, law, or doctrine might be changed to better support humanitarian operations.
